An operational definition could not be specified at the time of publication. This objective is adapted from Healthy People 2000 objective 9.2, which used data from the National Hospital Discharge System (NHDS), however, because of the underreporting of E-codes in NHDS, a new data source is needed.

Proposed national data sources are the National Hospital Ambulatory Medical Care Survey (NHAMCS), CDC, NCHS, and the National Electronic Injury Surveillance System (NEISS), CPSC.
